Many of the Indian recruiters who contact you will actually be located in the US, but they are typically calling from Indian-run agencies that are HQ’d in India.

I highly recommend hanging up on them and/or deleting any e-mails they send your way – even if the job they talk to you about does sound enticing, here’s the thing – THEY ARE NOT RECRUITING FOR IT. They do not have a contract.

Why do Indian recruiters present resumes of non-Indian candidates?

This presentation is standard practice in Indian recruiters. The idea is to add a non-Indian to the mix and direct the client to hire the Indian. However, if the Indian recruiter only presented Indians, this tactic would be too easy to catch. Hence the addition of resumes they never intend to place.
