Can power bank be charge and discharge simultaneously?

Power banks have to be fulliy charged to be used. When in use they are discharging. When you are charging a phone with a power bank that is being charged then what you are doing is discharging and charging the power bank simultaneously. This will make the power bank to heat up and it will gradually lose its health.
