Indeed, if you want the absolute best without going to HEDT territory, 9900K is great. I currently have the 8700k, and was curious if its worth the upgrade to the i9? If I sell the i7 it will only be around $200 or so difference.

Will a i7-8700K be enough for 1440p gaming?

In other words, it won’t be as demanding as 4K, but a big more demanding than 1440p. The more you increase resolution, the more the GPU becomes the bottleneck so the i7-8700K should be fine. I don’t think your GTX 1080 Ti will be able to push 200 fps at that resolution unless the game isn’t very graphically demanding.
