Offcourse it is DC, you plug in your laptop charger in the power socket at your home or somewhere else and feeding AC current through the socket but the adaptor you use to charge your laptop carries an electronic circuit known as rectifier that means it converts the feeding AC current into DC.

Why do laptops charge at 19V?
